Federal contracting can facilitate an exponential growth to a small business not just large company. To help provide a level playing field for small business, the government limits competition for certain contracts to small businesses, through programs called small business set-asides, which help small business compete and win federal contracts. A business must qualify for small business set-asides.

Problem Statement
The general business problem is that some small business owners encounter difficulties in winning federal government contracts. Reasons such as many of the agencies of the federal government such as Department of Transportation reported that over 45% of their contracts go to small businesses, but it was only 13% because DOT excludes 72% of its contracts as unsuitable for awards to small businesses. Also, the General Service Administration, reported that 40% of contracts went to small businesses, but only 17%went to small business firms . This kind of calculations costs small businesses around $11 billion annually. Also Inappropriate use of grandfathering is causing billions of dollars in awards to large businesses to be reported as part of small business goal achievement as federal agencies attribute awards to small businesses. Even when the business, as acquired by a large firm, is no longer qualifying for small business goals.
